Domestic Energy Assessor (DEA) Training
Why become a DEA?
Since the full rollout of Home Information Packs (HIPs) on December 14th 2007, every home that is put on the market for sale in England and Wales now requires a HIP. The Pack includes an Energy Performance Certificate (EPC) containing advice on how to cut carbon emissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title.
Only qualified Domestic Energy Assessors are able to produce the Energy Performance Certificate component of a HIP. Once qualified, your role as a DEA will be varied, as you inspect and measure homes, gathering information to collate into Energy Performance Certificates for a wide range of residential properties. Other reasons why people train to become a DEA include:
- Working in a new and developing industry supported by the government
- Working for yourself and dictating your own workload
- A mass market with over 1.5 million properties per year needing a HIP
- A growing market with EPCs required for all tenanted properties from Oct 08
- Helping the environment by highlighting how to reduce energy consumption
It is estimated that over 1.5 million homes per year will require a HIP. Plus, from October 2008, landlords offering property for rent will be required by law to provide prospective tenants with an Energy Performance Certificate for their property. This should significantly increase the demand for EPCs from qualified DEAs.
The market will also be expanded further when EPCs are needed for commercial properties, however, additional training will be required to service this new market - see below.
What does the DEA training course include?
A 3-day intensive training session, combining classroom training with post-course support.
You do not need to have any previous experience in surveying or energy consultancy to enroll on the DEA course. The training session will demonstrate how to survey houses for energy calculations and also how to use the RDSAP (reduced data standard assessment procedure) software. This software is what all assessors use to produce the Energy Performance Certificate (EPC).
During the 3-day training session you will follow either an ABBE or City & Guilds certified course, led and mentored by a fully accredited energy assessment team with many years of industry based training experience. The purpose of this course is to equip you with the knowledge required to follow the Energy Assessor work modules which are necessary to achieve the level 3 Diploma. This is the required qualification you will need in order to complete energy performance certificates for residential properties.
Following the training session, you will then complete the remainder of the course externally and submit your work for marking. Support will be provided to help guide you through this section of the Diploma.

Display Energy Certificates (DECs) Training
What is a Display Energy Certificate (DEC)?
All public sector buildings with a total useful floor area of 1,000 m2 are required by law to display a DEC in a prominent place, clearly visible to the public from 1st October 2008.
The DEC shows the energy performance of the building in operation, based on actual energy consumption records, as recorded annually. DECs are required to be updated each year and an Advisory Report to be generated on the first year of display and updated every 7 years.
The Advisory Report details a range of possible measures that might be implemented to improve the energy performance of the property. Display Energy Certificates and Advisory Reports can only be prepared by qualified and accredited Display Energy Certificate Assessors who hold a license to practice. This status can be achieved through ABBE or C&G Level 3 Diploma in Display Energy Certificate Assessment.
Similar to the EPCs, the required output must be submitted to an Accreditation scheme for lodgement. The resultant certificate can be submitted in either electronic or hard copy format.
There are two possible routes available to achieving the Level 3 Diploma in Display Energy Certificates, depending on your previous qualifications and experience. New entrants to the industry will be required to attend the 3-day training course, whereas currently qualified SBEM level 3 assessors are only required to attend the 1-day training course.

What is a Commercial Energy Assessor?
From October 2008 there will be a legal requirement for all commercial properties when constructed, leased, or sold to have an accompanying Energy Performance Certificate. Due to the large number of commercial premises across the country it is anticipated that there will be a large requirement for assessors to undertake this role.
Only level 3 or level 4 qualified Non Domestic Energy Assessors can undertake this work. And because this is a new initiative, there are currently only a limited number of people qualified to do this work.
Properties that will need to be assessed include shops, shopping centers, offices, factories, garages, restaurants, public houses, retail units, and all public buildings including schools, hospitals and colleges.
Working closely with commercial letting and sales agents, construction companies, business transfer agents and facility managers; the role of a Commercial Energy Assessor will be to survey the commercial premises and collate data incorporating elements such as heating, lighting, and construction type. Utilizing a nationally recognised software system interfaced with SBEM calculations, assessors will input data to generate the Non Domestic Energy Certificate.
What does the course include?
There are two levels that you can gain Non Domestic Energy Assessment accreditation for – Level 3 and Level 3 & 4 combined.
Candidates at level 3 will be qualified to undertake EPCs on basic existing non-dwellings, which have frequently occurring characteristics that can be modeled using the Simplified Building Energy Model (SBEM). Commonly occurring characteristics include simple heating systems, natural ventilation and small (non-complex) cooling systems. The Level 3 accreditation is restricted to site-based energy assessment and does not include assessment of new-build properties from plans or design specification.
It is estimated that level 3 assessors will be able to undertake work in approximately 60% of commercial properties - generally small-to-medium sized buildings which are naturally ventilated.
Candidates at level 4 can undertake assessments on virtually all commercial premises, including assessment of new-build properties from plans or design specification, which will ensure that you can offer a comprehensive service for all prospective clients.
